As President, Shelby focuses on pursuing new development opportunities, project feasibility, deal structuring, and working closely with municipalities, business owners, and financial partners throughout the development process.

Since graduating from Indiana State and IU Maurer School of Law, Shelby has been Vice President of both a regional and a national real estate development company. During that time, he was an integral part of over $150M in public/private partnerships in downtown Carmel, Indiana. In 2013, Shelby joined the City of Fishers Department of Community Development to help negotiate, execute, and oversee the $100M+ Nickel Plate District downtown development initiative. Since leaving the City of Fishers, he has structured multiple public/private partnerships in cities and towns across the Midwest.  



As Vice President of Operations, Chelsea manages project development from municipal approval through construction completion. Her focus is on project planning and construction management, ensuring projects are developed on budget and on time. With a hands-on approach, Rebar’s partners can expect proactive transparency from Chelsea during project development.

A seasoned construction professional, Chelsea built her career overseeing public and private sector projects with a focus on efficient management of project costs. Chelsea is an active member of Indy CREW, a national organization of commercial real estate women, and co-chairs the membership committee. She is also a member of the National Association of Women in Construction.



As Partner, Jerry oversees all corporate business, including sales and marketing initiatives. Additionally, he leads our client services programs, focusing on engaging new equity partners, establishing tenant relationships, and managing existing client relationships. 

Jerry has two decades of experience leading a national technology services company, growing it from under $1M in revenue to nearly $200M upon his exit. He was integral to the company’s expansion into 20 markets across the United States. Jerry has extraordinary experience leading innovative sales and marketing campaigns, with a focus on client attraction and retention. Additionally, as co-founder of PolicyStat, a medical software company sold in 2017, he cultivated partnerships that allowed the company to scale-up, which resulted in significant returns to investors upon exit.
